99s ANNUAL PROFICIENCY TRAINING (APT) Southwest Section Proficiency Training Program The
Proficiency Training Program has been designed to encourage participation in
annual proficiency training by all chapters and all members. Events will be held
locally by each chapter and will consist of a combination of hosting a safety
seminar or other ground based pilot proficiency activity, finding instructors
willing to fly with members to achieve Wings certification and members flying
with instructors toward new ratings, check rides, or other flight training.
Chapters can report quarterly as to their progress for publication. The
goal is to encourage participation in the Wings Program as well as ongoing re-currency
training to enable all chapters to participate and to include non-flier
involvement. The award will be based on how many total members participate, not
just how many active pilots take part so as not to penalize chapters with
non-flying members. We will acknowledge and encourage participation by
publishing in the Southwesterly and on the website, chapter names and the
percentage of participants. We emphasize that all members can participate and
earn credit, not just the flying ones. The
activities will span one year from January 1 through December 31. For 2001
trophies will be awarded according to the current APT program. Beginning January
1, 2002 we will use the new Proficiency Training forms. Recognition will be
given at the Spring Southwest Section meeting based on the reports on file with
the Section Proficiency Chairman. A chapter proficiency chairman, appointed by
the Chapter Chairman, will coordinate, recognize and report activities at the
chapter level and to the Section Proficiency Chairman. The
following procedures detail aspects of the program. Ground-based Activities
Qualifying
activities include: a)
FAA Safety Seminars b)
Industry-conducted re-currency training - includes simulator training and
research studies. c)
Physiological training - example - high altitude chamber d)
Aviation judge training - such as NIFA judging, or WPFC judging e)
Aviation judging - NIFA, WPFC, etc. f)
Flight Instructor re-currency ground training g)
Aircraft maintenance training - such as Cessna Power plant Course. h)
Attendance at AOPA Town Meeting and Seminars i)
An FAA ground school course, mountain flying, floatplane or CAP training
courses, etc. j)
Parachute ground training. k)
Participating/putting on' attending a Fly4n. Flight Activities
Qualifying
activities include: a)
Wings certification - any level b)
Biannual Flight Review (BFR), and/or a Annual Proficiency Training ride
(APT) c)
Instrument Competency Check (ICC) d)
Any new rating. e)
Check out in new aircraft type - high-performance, tail wheel, glider,
ultralight, floatplane, etc. f) Flight Instructor re-currency g)
Check rides with organizations such as Angel Flight, Los Medicos, Flying
Samaritans, Civil Air Patrol, Sheriffs Patrol, etc. h)
First Parachute jump i)
Fly-ins Duties of the Chapter Proficiency Chairman
a)
Validate all submittals b)
Maintain records of all members’ activities c)
Send report of chapter activities, including completed forms from each
member participating, to the Section Proficiency Chairman by deadline. d)
Multiple submittals can be noted on the form for a member but credit can
only be counted once for each member. We want everyone to participate. e)
Acknowledge activities in your newsletters and at meetings. The PTP cards
will be distributed to the chapters at the Spring Section Meeting. f)
Qualifying activities will often overlap other awards and may be counted
for both awards. Selection of Award Winners
Awards
will be given for small chapters (22 members and under), medium chapters (23-37
members) and large chapters over 38. Winners will be selected by total
members participating as a percentage of the total
chapter
membership as of December 31. Ground and air activities will count the
same. Deadline for turning in completed forms and chapter list should be
postmarked no later than January 31. If you need more time, contact Section
